My 140 has a larger diameter than stock, it now pops a little on over run.
It may make it easier to fit as you should be able to slide and clamp it over the original diameter.
Absolute sinner for using screws, I would remove the skirts and get the holes rust treated and filled then refit skirts without the ghastly self tappers.
I even dislike when people fit a self tapper at the rear of fibre glass skirts, it's in the wheel arch for gods sake, there is gonna be water and crap flying around.

Now Gen6 owners will bat on about the GT4 even if they don`t own one but that was a requirement to be able to enter the WRC and if they didn't enter the GT4 would not of existed.

Toyota's came from the factory with NGK's but Toyota parts stock Denso, we used to get problems with the NGK's from coming off the transporter and even shortly after a customer had taken delivery.
A quick change over to Denso's sorted poor start issues.

Was the induction cone low down? The trouble with induction kits is that the cone filter is exposed to water in floods.
