In which case the only way to remove it is by wire brush, sand blasting or you could try some of Bilt Hamber's rust removing gel called "Deox-Gel". Using the gel would mean that you could leave the calipers connected to the car. Remove the loose rust, smother in gel, wrap cling film around the caliper so the gel doesn't dry out overnight and 24 hours later you should have a clean rust free caliper.
